3166994 - Error message FH005 when changing cost element category to 21 in FS00

Symptom

You want to change the cost element category for a secondary cost account in FS00 from 31 (Order/Project Results Analysis) to 21 (internal settlement). When trying to save the changes you get error message:

FH005- Account  does not exist in company code.
