Symptom

Connect to database using dblink failed with error ORA-12154

For example:

SQL> conn <username>@<dbsid>
Enter password:
Connected.
SQL>  select to_char(sysdate,'dd/mm/yyyy hh24:mi:ss') from dual@<dblink_name>;
 select to_char(sysdate,'dd/mm/yyyy hh24:mi:ss') from dual@<dblink_name>
                                                           *
ERROR at line 1:
ORA-12154: TNS:could not resolve the connect identifier specified
