Symptom

Attempt to log into Companion node of HADR system, getting error:

Msg 3959, Level 16, State 1:
Server '<Servername>':
New transaction cannot be started as Adaptive Server is in 'Inactive' HADR state. The command could not be completed.
Msg 4002, Level 14, State 1:
Server '<Servername>':
Login failed.
CT-LIBRARY error:
ct_connect(): protocol specific layer: external error: The attempt to connect to the server failed. ':
