Is there a way in the system to make the process of creation of Offer Approvals mandatory?

The system as of now doesn't have a configuration that will make this step or making the creation of Offer Approval a required step. What is possible to do is to make the Talent Pipeline statuses become required. This means that the candidate will need to go through these steps in order to move forward. This doesn't make the Offer Approval creation a required process, but maybe it will help to make at least this step required so it'll be mandatory to move the candidates to this status when you are working with the candidates.

To do this you can use Edit Applicant Status Configuration, where you can set the Status Group as required, but also each specific status as well.
