3169958 - MDG-M: Handling of Material ledger inconsistency case for Material(MDG-M in use)

Symptom

When user displays a material from backend transaction like MM03, sometimes they will get an error as "Valuation of material * in valuation area * inconsistent", the technical detail of the message is C+(048). This is just a sample where the issue might happen but the message will be reported during different process of the material process(Change/Display with or without MDG).
