There are only the countries versions USA and Germany when activating RF devices using Scope Items 63X, 63W and 63V. If you just follow the steps in the scope items, you will not be able to activate RF devices outside of USA or Germany.

SAP S/4HANA Cloud Public Edition

The SAP development team has plan to extend the countries/regions versions for scope items 63X, 63W and 63V at further releases.

Workaround: The current workaround is to configure the settings via SSCUIs according to the Country/Region needs. Use the USA or Germany data and replace the warehouse number by the customer’s own warehouse number.
