3171608 - Why is there no option to add or update a vendor ID on my buyer account?

The option to add Private ID or Vendor ID for suppliers is not available in my account. When I navigate to Supplier Enablement > Active Relationships > Classic View > More Actions > Edit, the Enter the supplier's private IDs for your procurement applications option is missing.
