3171739 - When I set up delegation, will my delegatee be able to create documents on my behalf?

I am setting up delegation of approval authority for another user. I want to know whether my delegatee will be able to create documents such as requisitions or purchase orders while acting on my behalf, or whether they will only be able to approve existing documents.
