Does delegation of authority allow the delegatee to create requests?

User "A" delegates authority to a delegatee, user "B". When user "B" logs in and "acts as" the delegator (user "A") they cannot create any requests as the Delegator can. For example, user "B" sees no Create items in the common actions in the dashboard that user "A" sees.
