3171912 - Why is only English available in my Change Default Locale preferences for a Parent or Child Realm?

Symptom

When I access Preferences > Change Default Locale from a Parent or Child Realm, the only available option is English. When I access Change Default Locale in a different, non-integrated realm, all language options are available.
