3171989 - Error: "Can not contact Supplier with its url, supplier site may be down" PunchOut catalog

Symptom

One of my buyer customers cannot punch out to my catalog site. In the buyer's log, they see the following error:

Error:Can not contact Supplier with its url https://connect.somepunchoutsite.asp. Supplier site may be down Please contact support with the Error Reference Number: ANERR-10000000000000000037521846 for more details

The Uniform Resource Locater (URL) mentioned in the error message is not my PunchOut URL. What causes the PunchOutSetupRequest to go to a different URL than the one configured in my account?
