3171997 - cXML purchase order fails due to "Document is invalid: no grammar found" error

Symptom

Purchase Order (PO) sent via commerce eXtensible Markup Language (cXML) fails with the following error message:

     Error: Invalid Document: Document is invalid: no grammar found.

Validating the cXML of the purchase order produces this error:

     Error: Refuse to resolve unknown namespace null.
