3172266 - How do I control the visibility of a specific catalog or supplier in an SAP variant site?

Symptom

A specific catalog or supplier is not visible to users in my SAP variant site. I would like to understand what controls the visibility of catalogs and suppliers and how to configure the correct access for my users.
