3172372 - Approval flows do not generate correctly for users with a non-English locale in my site

When I use an approver lookup table in my approval process, approval flows do not generate correctly for users whose preferred locale is not English.

I see approval flows generating correctly for some users whose locale is English. 

Other users whose locale is not English may see an empty approval flow, incorrect approvers added to the approval flow, or an error when submitting a document.
