3173124 - Why does a contract appear in my non-catalog purchase requisition (PR) even though it is not set up to accumulate?

When creating a non-catalog purchase requisition (PR), a contract that is configured not to accumulate non-catalog orders still appears in the contract selection list.

I set up a commodity-level contract and specified that non-catalog PRs should not accumulate against it. When selecting a contract other than the default during PR creation, the contract still appears as an option — even though it is configured not to accumulate.
