3176764 - Error: "Supplier Location cannot be moved to Supplier"

When running Import Suppliers task which takes Supplier.csv and SupplierLocation.csv file, or Import Supplier Location data ( Consolidated ) the task is failing with a runtime exception saying, Supplier Location AXXXXXX is linked to supplier BXXXX, it cannot be moved to supplier CXXXXXX. Please use a different unique name to new supplier location.
Why is this error happening if I cannot see the listed supplier in the export?
