3177222 - How do I enable the Approvals Open API?

Symptom

I want to use the Approvals Open API to pull or send information about requisitions, invoices, or users.

I have an approved application and can generate the OAuth access token, but I receive the following error or empty values when calling the API:

"error": "internal_api_error"

"description": "The external approvals integration feature is not enabled"
