3182193 - Why is the tax not flipping from Service Purchase Order to Invoice when the rule "Copy Tax from Purchase Order to Standard Invoice" is enabled?

Symptom

When creating an invoice in SAP Business Network, the tax information is not copied from the service Purchase Order to the Invoice, even though the Copy Tax from Purchase Order to Standard Invoice rule is enabled.
