3182426 - Error: 'Got RuntimeException Supplier Location [123] is linked to supplier [XYZ]' during import supplier location data (consolidated file)

When running Import Supplier Location Data (Consolidated file) task, I am getting the error:
Got RuntimeException Supplier Location '[123]' is linked to supplier '[XYZ]', it cannot be moved to supplier '[ABC]'. Please use a different unique name to create a new supplier location.
I need to relink a SupplierLocation to the required Partitioned Supplier. 

Supplier Location cannot be moved to Supplier
Why is this error happening if I cannot see the listed Supplier in the export?
