3183277 - User not able to submit signature task, error "USER_NOT_FOUND" occurs while submitting the task

Symptom

User not able to submit signature task, gets the below error.

The task cannot be submitted. Error from signature provider: No User was found for given criteria. Code USER_NOT_FOUND. To resubmit the task. View task details and click submit

When user submits a NDA document for signature they get the below error message
Unable to send document XXX for to Docusign for signature. 400-USER_NOT_FOUND To retry, go to DRAFT -> Actions -> Send for signature.
