3183496 - Why does my user export contain empty or blank rows?

When I run the Export User Data (Consolidated) or Export Users tasks, the output .csv file contains rows with missing user information. These rows may appear empty or blank. I need to understand why these rows appear and how to either correct the user data or remove these lines from the exports.
