3186097 - I am able to submit a purchase requisition change with zero quantity on a line item

When I create a new purchase requisition and enter zero as the quantity on a line item, the system displays the following warning and prevents submission: Qty must be greater than 0. However, when I change an existing purchase requisition and update the quantity to zero, the system allows the requisition to be submitted without any warning. I would like the system to apply consistent validation behavior for quantity on both new and changed purchase requisitions.
