3186624 - I cannot force end collaboration on a requisition with a received or invoiced purchase order

I try to end collaboration on a requisition after creating and approving, receiving and invoicing against the resulting PO, and then attempt to end collaboration.

Ending collaboration fails with an error similar to:

You cannot end collaboration for Requisition <ID> without accepting any proposals because an associated purchase order is in a partially or fully received or invoiced state. No proposals have been accepted for the following line items: Line Item: <n>. Description: <desc>.
