3190260 - Error: "Invalid file type detected through reading file content" when uploading a PDF attachment

Symptom

When I try to upload a PDF as an attachment for a document, I get the error:

Invalid file type detected through reading file content. The valid file types are: txt, xls, xlsx, doc, htm, html, pdf, xml, ppt, jpeg, jpg, bmp, gif, zip, rtf, ps, csv, docx, png, pptx, ppsx, dotx, potx, sldx, xltx

This happens no matter which browser I use.
