3190736 - PI Message Monitoring doesn't work after Kernel upgrade

Symptom

After a recent Kernel and/or JVM upgrade you are no longer able to open Message Monitoring. It returns a 500 Internal Server Error.

500 Internal Server Error is returned for HTTP request [http(s)://<host:port>/webdynpro/resources/sap.com/tc~sec~ume~wd~umeadmin/UmeAdminApp]:

After reproducing the issue you see the following in the default traces:

java.lang.NoClassDefFoundError: com/ibm/icu/impl/ICUDebug : cannot initialize class because prior initialization attempt failed....
[...]
....caused by: java.lang.IllegalArgumentException: Invalid version number: Version number may be negative or greater than 255
