Forms sent to the next step even with mandatory fields not filled out

There is some limitation when it comes to goal validation in PM Form template. One of the current limitations is the use of other non-PM-supported goal mandatory fields like custom goal fields and other standard goal fields like metric, start, due, % complete, etc. As per the Performance Management Implementation Guide, the standard goal "weight" field is currently supported when it comes to validation prior to routing the form to the next step. This is the reason why we this so-called "Goal Weight Validation".  This is because there is an XML coding in the PM side that supported the validation.  But unlike other goal fields as mentioned above (e.g., custom goal fields, standard goal fields like metric, % complete, etc.), there is no XML coding in the PM side to support validation.
