3192915 - Listener service failed to start in OS cluster environment

Symptom

During and after a Failover, the listener process timed out with below information in the cluster.log

"

warning: <listener_service_name>:<port> - timed out after <xyz>ms

error: Result of monitor operation for <listener_service_name> on <hostname>: Timed Out

"

e.g:

- warning: LISTENER_DB_MONITOR:15940 - timed out after 30000ms

  error: Result of monitor operation for LISTENER_GLP_DB on <hostname>: Timed Out

- warning: ora-lsnrdb_start_0:8354 - timed out after 120000ms

   error: Result of start operation for ora-lsnrdb on <hostname>: Timed Out
