3193317 - Data Services Management Console not loading

• Data Services Management Console doesn't show the full page after logging on.
• All the repositories registered in CMC > Data Services > Repositories are shown as inactive status. Try to test connection with one repository, it fails with error: There is a problem to connect to repository: Unable to find servers in CMS <Server Name>:6400 and cluster @<Cluster Name>:6400 with kind pjs and service DS.AdminService. All such servers could be down or disabled by the administrator. (FWM 01014)
• Try to logon the same repository via Data Services Designer, can successfully logon it.
• In CMC > Servers > Servers List, can see the status of APS server and EIMAPS server keeps changing when refreshing the page multiple times, it's switching between running and starting or some other statuses.
• Try to create a new EIMAPS server, it gets the same issue as the old APS and EIMAPS servers.
• Clear tomcat cache(KBA 1879431) doesn't help.
• Clear EIMAPS cache(KBA 2064254) doesn't help.
