3193358 - Agency Portal Ownership Error Message: Candidate cannot be forwarded to this job requisition as the specified ownership period has not yet expired - Recruiting Management

When an Agency is adding a candidate to a Job Requisition, they are receiving the following error: Candidate cannot be forwarded to this job requisition as the specified ownership period has not yet expired.

In Recruiting:

1. A Recruiter creates a candidate
2. The Candidate Profile audit trail will confirm who creates the profile
   

In Agency Portal:

1. Select the Job Requisition where the candidate will be added to
2. Select "Submit New Candidate"
3. Fill in all the required information
4. The following error appears: Candidate cannot be forwarded to this job requisition as the specified ownership period has not yet expired

The reason the agency is getting the error is because of Candidate Self Ownership still being in place.

Candidate Self Ownership is in place if the candidate creates their own candidate profile or a recruiting user creates the candidate profile, and the candidate self ownership is restarted once candidate submits new application.

Candidate Self Ownership must expire before the agency can submit the candidate.

Please review the scenarios below to understand the possible cases the error may occur:

Scenario 1: An agency submits a candidate to a job req and if the candidate applies and therefore is an applicant, candidate self ownership will begin once agency ownership has ended.

Scenario 2: An agency submits a candidate to a job req but the candidate does not apply and therefore is a non applicant, then once agency ownership expires, candidate self ownership does not begin because the candidate was non-applicant.

Scenario 1 and 2 is covered by KBA 2915797 - Agency candidate is submitted by another Agency ignoring the Candidate Self-ownership - Recruiting Management.

Scenario 3:

• Candidate creates their own profile or recruiter creates the candidate profile
• Candidate self ownership begins
• Agency cannot submit this same candidate until candidate self ownership ends
• Candidate self ownership will restart each time a candidate applies to a job requisition (as long as the candidate is not non-applicant and has fully applied to the requisition)
