There can be many ways to reproduce this issue and will depend on the custom implementation.

The issue is happening the because 1 or more communication scenarios have been updated with new services/changes in a patch. The solution is then deployed to the affected tenant where relating the Communicaiton arrangements here have not been updated to reflect the changes.

This can be checked by determining solution deployment date and comparing the last change date on relating communication arrangements in the UI - as below.

As above, a soution with changes made to some communicaiton scenarios was deployed to the affected tenant on the given date. However in the frontend, the communicaiton arrangments were create some time previously and will not relect the additional services in the scenarios

Partner must delete and recreate relating communication arrangements to ensure all services newly added to the scenarios are included.
