When trying to maintain a currency exchange rate in App Currency Exchange Rates error is received that the translation ratios have not yet been maintained in the system.

1. Open App Currency Exchange Rates
2. Update the rates
3. Error is received: "Diagnosis: No transaction ratios are maintained for the currency pair"

Translation ratio for the currency pair is not maintained
