3194367 - German "umlaut" characters in SNC names on the Logon Group layer (Message Server)

Symptom

There are german "umlaut" characters in the SNC name, for example in the parameter snc/identity/as:

Expected output in example: "p:CN=<fully qualified host name>, O=<company name>, L=<city of location>, SP=Baden-Württemberg, C=DE"

Because of that character, the Message Server simply 'cuts' it from the SNC name and connections are not working towards instances using SNC over Logon Groups.
