3. Find the related Quarterly VAT Return for Italy.

See that there is no journal entry for this tax return.

It is the designed system behavior that the Quarterly VAT Return for Italy does not generate journal entries. Only a file gets created on releasing the tax return.

In help document Quarterly VAT Return — Italy  it also does not mention any posting/clearings to be done by this run. It only mentions that then run should be setup to generate an output file.
