3195282 - SAP Web Dispatcher or ICM does not start: initialization of modification subhandler failed -> cannot continue

The SAP Web Dispatcher does not start.

This can be a Standalone Web Dispatcher (an instance that only has the Web Dispatcher running), the ASCS / SCS integrated Web Dispatcher, or even the SAP HANA internal Web Dispatcher (for example, after performing HANA SID rename, the HANA webdispatcher service does not start).

At the Web Dispatcher trace file ("dev_webdisp" or "webdispatcher_hostname.xxxxx_dev_webdisp"), the following error entries (or similar) are observed:

The issue can also happen at the ICM process ("dev_icm" trace file) of an SAP instance from an SAP NetWeaver or ABAP platform system.
