When a picklist value does not have a translation maintained for the enabled language, it is not visible via search.

Reproducing the Issue
1). Maintain a picklist value that is missing a translation for a certain language, eg: English (United Kingdom)
2). Navigate to the portlet which contains the field linked to this picklist, and observe the values available in the drop down list when the 'English (United Kingdom)' language is enabled.
3). Observe that this picklist value is visible in the drop down list when you scroll to the bottom, and it displays the translation maintained as the Default Value for this picklist value.
4). Then try to search for this picklist value via the Default Value translation.
5). Observe that the picklist value is not visible when it is searched
The system is behaving as expected.
As part of the 2H 2021 release, our Engineering team added the ability for picklist values to be found via scrolling if a translation is not maintained for the enabled language.
However, the search header was not part of the scope, the type ahead search works only on user locale.
Because of this, picklist values which do not have a translation maintained for the enabled language will not be visible via search.
To resolve the issue, please ensure that you have a translation maintained for the enabled locale for all picklist values.
