3195617 - Message Server cannot determine the hardware key on AWS cloud

Symptom

Logon to SAP is not possible. The error seen points to a license issue, like "logon not possible, error in license check".

When verifying the Message Server trace file (dev_ms), it shows the error below instead of showing the hardware key:

    *** ERROR => SlicGetHwId failed, rc=-1 [msxxserv.c   18932]
