In the 1H 2022 Release the following enhancement was included:

ECT-158032 Role-Based Permission for Manage Organization, Pay and Job Structures

With this enhancement can now control a user's access to managing foundation objects with the role-based permission (RBP), Manage Organization, Pay and Job Structures.

Users have the permission by default. 

SAP SuccessFactors Employee Central 

Users have the permission by default. You can set the permission under User Permission Settings  Permissions >  Manage Foundation Objects  > Access Manage Organization, Pay and Job Structure.

We recommend checking which users need access and setting the permission accordingly.

Update for the Production Environment 

Based on this customer feedback, we decided to enhance the permission assignment, so that the new “Access Manage Organization, Pay and Job Structures page” permission is only granted to the roles that already have permission to at least one foundation object in the  "Manage Foundation Objects Types"  permission section rather than for all roles. This enhancement goes into effect during the Production upgrade.

In the preview environment, we also will apply the same approach and will therefore update the assignment of the new permission – so that only users who have a permission to one foundation object also have the new ‘Access Manage Organization, Pay and Job Structures’ page permission. The roles that have been already adjusted by the customers will not be changed. 

This new approach ensures that only users who need to access to Manage Organization, Pay and Job Structures page have the permission by default. Please consider and review your permission settings.

FAQ:

Q: What are the concerns of users being provided this permission by default? 
A: With regards to any concerns for this permission being provided to all users this will not provide any access to Foundation Objects that users do not already have. 

• The users "Manage Foundation Objects Types" permissions will still be respected.
• This means if a user does not have permission to view any Foundation Objects, they will not be able to view any data in this tool or access the UI. A user gets access to UI only if they have both permissions to: “Access Manage Organization, Pay and Job Structures pages” and a permission for at least one object in "Manage Foundation Objects Types" for example Location.
• For those users who do have view/edit permissions to Foundations Objects they will now be able to access the tool and the data without any change to their permissions required, for this reason this change to permissions was made opt-out and not opt-in.
