3196749 - Custom fields and logic app is not loading with 3 dots

Not able to open app Custom fields and Logic, it shows a blank screen with 3 dots.

When checking the Http trace (Console / Network), you will see errors like below:

• https://<hostname:port>/sap/opu/odata/sap/SBLE_BADI_CTX_REGISTRY_SRV/$metadata?sap-language=EN 403
• https://<hostname:port> /sap/opu/odata/sap/APS_CUSTOM_FIELD_MAINTENANCE_SRV/$metadata?sap-client=100&sap-language=EN 403
