3197372 - User set from inactive status to active between purge going for approval and the approval still gets purged

A user who was inactive and included in a purge preview as "To Be Purged" is still purged if set back to active before the purge is approved.

Applies to both the legacy "purge inactive user" and the "DRTM Master Data purge"

 - If you have an inactive/terminated user who is included in the purge preview, which goes for approval as "To Be Purged"

 - But before you approve the purge 

 - The user is rehired/set active again

 - Then you approve the purge

 - The user is still purged

• This is expected system behavior
• As long as user appears in preview result – “To Be Purged” column, system will put this user into “purge procedure” zone, and will proceed with the data purge after the purge is approved.
• Status check is only required BEFORE creating the purge request.
