It is expected to change between 12 hour and 24 hour time format in Time Sheet and Time Off.

Whether it is 12 hour or 24 hour time format is dependent on the locale (language) of the user. 

For example, if you logon in US English, Simplified Chinese, Traditional Chinese, Korean, Arabic,  it is 12 hour format with AM/PM.

If you’re logged on in other languages, including UK English, it is 24 hour format.

So to sum up, the 12 hour or 24 hour time format cannot be set individually, instead it totally depends on your logon language.
