3198060 - Dictionary items can't be selected when "Merging Dictionary Entries"

Under one Parent-Category, select 2 dictionary items, and the button "Merging Dictionary Items" is grey-out. Or select one dictionary item and click on the button "Merging Dictionary Items", the entries under the same Parent-Category can't be found.

The "Merging dictionary entries" only allows merging entries under the same Sub-Category. In Dictionary, by selecting the Parent-Category, it will display all the entries under the Sub-Categories as well, this is a known bug in ticket SPM-15859.

Please selection the entries under same Sub-Category. 
Or
Change the category of the target entries to the same Sub-category.
