3198087 - SAPGUI is not launching automatically with SAP shortcut in edge browser

The issue occurs in different scenario:

• The user is using SAPGUI 7.70 with the new browser control EDGE, when open the transaction SOLDOC in the Solution Manager it opens the first EDGE window correctly. 
  Then user can go to the Data Browser, which should open this transaction with the GUI Windows to this system. 
  But it offers user the download for the shortcut File instead, which user can "open File" and then the SAPGUI windows opens correctly. 
  But user expects that it should launch to SAPGUI automatically. 
• when opening SAPGUI with SAP shortcut from Portal with Edge browser, it just downloads the shortcut file with .sap file extension instead of opening it directly. 

• Edge browser
• SAP shortcut is being used to launch to SAPGUI for Windows automatically
• SAPGUI release independent
