Symptom
- SUM upgrade fails in Determine Database Information step:
Could not determine database information. The process launched to connect to the database has not been completed. Could not complete DMT process. Check the DTMINFO.LOG log file. - DETERMINE-DB-INFO_xx.LOG:

Return code condition success evaluated to false for process java.exe for action dbinfo.
The following problem has occurred during step execution: com.sap.sdt.util.diag.DiagException: Could not determine database information. The process launched to connect to the database has not been completed.
Could not complete DMT process. Check the DMTINFO.LOG log file.
Could not execute DMT command dbinfo with arguments <Drive:>\usr\sap\<SID>\SUM\sdt\config\DBINFO.XML.
