3199001 - SUM fails with "Could not determine database information" - Netweaver

• SUM upgrade fails in Determine Database Information step with below error:
  
  "Could not determine database information. The process launched to connect to the database has not been completed. Could not complete DMT process. Check the DTMINFO.LOG log file."
