3200058 - Cannot connect to server using message server: ms://<host>:<port>/P4

Symptom

You are trying to open the PI tools - Integration Repository (ESR), Integration Builder (IB) - but they are not launching. From the Java WebStart Console trace (Note 1891480) the following errors can be seen:
