3202898 - TcpIpAddresses property coming blank

Symptom

The statement below returns an empty result set

select property('TcpIpAddresses');

It is a network database service started with dbsrv16.exe. The following are the service parameters
-x tcpip{ServerPort=<my_port_number>} -ti 0 -c 10240m -n <my_server_name> E:\myFolder\Database\my_db_name.db @E:\myFolder\Database\my_file_name.txt

Once the SQL Anywhere service is restarted, that query returns proper data.
