Symptom

The webdispatcher trace (dev_webdisp) contains errors like:

    *** ERROR => CCMS: unable to connect to montoring segment of application server! [alxxappl.c 1150]
    *** ERROR => IcmAlInit: AlInit_R3Kernel_AS failed (rc=249) [icxxalrt.c 258]
    *** ERROR => Alerting error 249: ShmCreate (SHM_CREATE | SHM_ATTACH) failed with rtc = 1 [icxxalrt.c 261]
