3203531 - I see orphaned commodity codes in the Commodity Code Manager

Symptom

I see commodity codes displayed as orphaned in the Commodity Code Manager, appearing at level 1 instead of their correct position in the hierarchy. When I check the Export System Commodity Codes task or the commodity code selection dialog when creating an approvable document, I do not see any orphaned entries. The issue is visible only in the Commodity Code Manager and also affects Catalog Hierarchy generation.
