3204099 - db2 SET WRITE SUSPEND fails with SQL1550N RC=5

Symptom

This knowledge article is specific to RC=5  of sql error SQL1550N.
  
Prior to performing a snapshot backup, you observe the following sql error when trying to put the database in a WRITE SUSPEND state.

SET WRITE SUSPEND FOR DB
SQL1550N  The SET WRITE SUSPEND command failed because of the condition that is indicated by the reason code. Reason code = "5".

The problem is sporadic.
