As of the 1H 2022 Release, latest goal version is integrated into Performance Form.
If Latest Goal Management is enabled, when adding goal in performance form, you will see the latest goal version instead of legacy goal.

Reproducing the Issue
This article explains how the integration works.
1. Permission to Add Goal in Form
The following permissions are required for being able to add a latest goal successfully in form.
- Form template > 'Allow users to add/remove Goals within the section' permission is enabled.
- Goal template > 'create goal' permission is configured in goal XML.
- RBP > Goal > 'Goal plan permission' is granted.
Note: In performance form, 'Goal plan permission' is not required for legacy goal creation, but this permission is required for latest goal creation.
Prior to the b2205 release, latest goal is not integrated in form yet, legacy goal was used even latest goal management enabled. 'Goal plan permission' was not a pre-requisite for goal creation.
From b2205 release, with the latest goal version adoption in form, 'Goal plan permission' permission is required for being able to add a latest goal.
Therefore, before adding a new latest goal in form, please make sure users have permission of the relevant goal plan and the form subject is included in target population in RBP. If not, an error will appear when create goal and save.
2. Add Library Goal
The 'Library goal' is removed from 'Create a New Goal' page because Library Goals is not supported in latest goal version yet. It will be supported in the future release.
3. Add Existing Objective
No change on Add Goal 'From user's goal plan' feature, same as before, this button is available when the 'Show Add Existing Objective Button' option is enabled for Goal section.
Note: This feature is used when synchronization from Goal Plan to Form is not enabled, it's not needed if goals are synced to form automatically.
