3206414 - BP role is missing from BP role drop down list when attempting to extend a new role

Symptom

In transaction code BP, some of the BP roles are not appearing in the BP Role dropdown when creating a new BP role.
For example the role UKM000 is Missing in the dropdown list of BP roles.
