3207260 - Sapstartsrv service startup failed on windows event log error "Unable to set https network access control list"

Service is not able to start automatically or manually. SAP MMC shows no SAP instance due to this. Manual start service will receive windows pop up message "Error 1067: The process terminated unexpectedly." 1067 is a general service start error on windows and not SAP specific. To check what happened, open Windows event viewer (eventvwr.msc) \Windows Logs\Application to look for the detailed error.

Direct error message is similar to:

"Unable to set https network access control list 'C:\usr\sap\<SID>\<INSTANCE>\profile\sapstartsrv_acl.dat' => Exiting. [D:/depot/bas/753_REL/src/proj/ntserv/ntservsserver.cpp 2910]"

or in saptartsrv.log:

First soap_accept failure
Too many soap_accept failures, Webservice thread enters retry loop
Webservice thread leaving retry loop
Using network access control list for http: E:\usr\sap\<SID>\SYS\global\acl.dat
"Unable to set http network access control list 'E:\usr\sap\<SID>\SYS\global\acl.dat' => Exiting. "
